95 Corolla starting problem

It started as an intermittent problem. Occasionally I had to crank
several times to start. Once it is started it runs well. This happened
when the engine is hot as well as when it is cold.
Now it got worse and does not start when I crank. The engine turns.
When I spray starter fluid to the air cleaner and then crank, it starts
and runs for a second or two and then stops.
There is fuel in the tank. Battery is new and charged. Fuel filter is
new. Checked most of the sensors and they seems to be ok. Swapped the
ECU and there is no change.
When the switch is put to on I don't hear the fuel pump working. Haynes
manual says it should get power for about 2 seconds when the switch is
put to on position.
When it is turned to start --crank-- I hear the fuel pump working when
the engine turns. I measured the voltage to the fuel pump. When the
ignition switch is put to 'on' there is no voltage to the fuel pump. I
tried it several times by switching to on and back.
When the ignition is turned to 'start' there is power to the fuel pump
for about 2-3 seconds while the engine cranks. When I let the car stand
for about 30 mins without starting, and then crank, it runs for a
second or two and stops. Immediately after that when I crank it does
not start at all.
Looked at the spark plugs after cranking and they seem dry.
Any suggestions?

   Sounds like it might be the fuel pump since you can't hear any noise
from it when you turn the ignition switch to the on position.

I can hear the fuel pump when I turn the key to 'start' position. Could
someone confirm if I should be hearing the fuel pump when I turn the
key to 'on' without going to 'start'?
I checked the voltage to the fuel pump. When the key is inserted and
turned to 'on' the fuel pump does not get any power. It gets power when
the switch is turned further to 'start' from the 'on'. (i.e. Fuel pump
is activated only when the engine is cranking)
Is that the normal behavior?
If it is not:
If the fuel pump should get power when the key is turned to 'on', which
part should I be checking next. I have tested the EF1 main relay and
the Circuit opening relay according to the haynes manual and they are
ok.  i.e I removed the relays and applied  power to them and checked if
they make contact, and they did.

   If you suspect the fuel pump, rather than checking the current to fuel
pump, I think you should be checking the fuel delivery--i.e., fuel pressure
at the injectors.  If it's good, forget the pump & move along the guessing
game.  Or check for codes.  s

Try swapping the fuel pump relay with another one of the same part#
(there's usually several of the same in the area where they are) and
see what happens.

Thanks for the suggestion. I checked the relays EF1 and Circuit opening
relay. I checked the voltage coming to those relays too. They are all
ok. I took out the relays and checked them by applying power to them
they worked. I tested according to the procedure given in Haynes
manual. Since the fuel pump gets power and I hear it when I turn the
key to 'Start', those relays must be working.

   Well it sounds now like the fuel pump is doing what it should.... are
you getting spark to the cylinders?
   Just out of curiousity... when was the last time you changed your air
filter?

Does it mention anything about a "cold start injector" or injector timer
in the manual? Some Toyotas had this...

The manual does not mention "cold start injector". I think 95 Corolla
does not have these.
The air filter is clean and about 6 months old.

The fuel pressure is good. Yesterday I sprayed starter fluid to the air
filter area and cranked.
It ran a little and stopped. Restarted just after that and it didn't
start. Then after waiting for about 20 mins I just cranked again and it
started.
I left it in the idle for about 5 mins and then touched the accelerator
pedel to give more gas. Then it stopped. After that I cranked but it
didn't start. Today morning I cranked without spraying any  starter
fluid and it didn't start.
Any specific sensor that is critical for the starting of the motor?
I can test them or swap them if I know the likely ones.

The problem was a grounding wire that carries pulses to the fuel
injectors.
It was fixed and now the car starts and runs fine.
