Buick Roadmaster Low Voltage at Fuel Pump Connector

I have a 94 Buick Roadmaster with a 5.7 engine that has developed a
progressive starting problem. At first, it would fail to start, and a
few minutes later it would. Now, it cranks but will not start. Spark is
O.K., but no fuel pressure. Checking the voltage at the connector to
the tank, I discovered that it's showing only 8.5 volts, probably too
low to get the fuel pump up to proper pressure. What's the problem?
Could the oil pressure cutoff switch cause this?  Where is it on the
engine?

I'd be looking at the pump relay first and any corroded connections.

Looked at it already, connections looked good, and its clicking when I
hit the key. I swapped it with the adjacent relay just to be sure.

Check the voltage out of the relay to the pump, 8.5?
