1995 S-10 2.2 won't start

I am trying to help my 15 year old grandson put a truck together that someone
else took apart.
We seem to have got it all together in the right order but are not able to
get any power to the fuel pump so that it will start. We went through the
trouble shooting guide in a GM manual and got all the way down to where we
don't get any power on wire 465 frrom the pcm. We tried another pcm with the
same results. I checked for a ground with a ohm meter and everything seems
fine. I am not sure what voltage and where I should be getting it going to
the pcm.
Any help or advice would be greatly appreciated.

If its like my 96, if it does not see oil pressure it will not start.
There is a dual sensor that powers the gauge and the start sensor.

It's like the 96 and I jumped out the oil pressure switch and fed power to
the fuel pump but that still doesn't  get me anything to terminal F6 (wire
465) on the pcm.

The only diagram I could find was for a 96/97 s10/blazer 2.2, I don't know
if that is the same as yours? It shows an oil pressure switch wired in
parallel with the fuel pump relay. Once you crank it enough to build oil
pressure, the switch closes and the pump runs reguardless of what the pump
relay is doing. That is a fused circuit, did you check fuses?

This diagram shows a fuel pump prime connector coming off the relay, you
should be able to run the pump from there, for a test.

The ground for the coil side of the relay is constant, the ecm sends a
voltage to the coil side, to control the switch side.

Can you communicate with the computor? Any codes?

This diagram I'm looking at, may not be correct for your vehicle?

That's the same diagram as I have in the 1995 book. I can get power to the
fuel pump connection by applying power to the fuel pump test point. All fuses
and fuse links are good.I just am lacking power to bring in the fuel pump
relay from terminal F-6 (Wire 465) on the pcm.

When you apply power to the pump, it does run, correct?

Forget the relay for a minute, will the vehicle start and run?

Once you crank it enough to build oil pressure, the pump should run, does
it? Do you have fuel pressure?

No it does not run. I have fire at the plugs but the fuel pump is not getting
power.
