90 Integra overheats slightly but when I turn the heater on it goes to
normal and stays there. Is this enough info to point to a stuck thermostat?
Since turning on the heater results in lower temps, this would indicate that
coolant is flowing thru the block so I'm a little confused.

When you say it overheats, do you mean the needle goes into the red
zone?

Exactly when and under what conditions does it overheat?

If turning the heater on works, you've either got a plugged rad, or the rad
fins are corroded and falling off.

My first guess would be a radiator that just isn't up to snuff
anymore.  You can have it rodded out or just replace it.
