2003 Ford Focus Starter Problem

First, I know virtually nothing about cars at all, and mine broke
today. To make it short and sweet:

Keys go into ignition alright, but won't turn at all. It's not the key
- I tried the original + spare. They both work with the doors, but not
for starting the car. The steering wheel is also locked. The car's
definitely in park (won't budge, no emergency brake). I found the fuse
under the hood that was responsible for the started and noticed that it
was burnt. Replaced it with a new one (same color / amps), but it still
won't work.

Any ideas? Do I need to do anything to "reset" the fuses to get it to
work? I didn't unhook the battery at all - does that need to be done?
If it's not the fuse, what else could it be?

Thanks in advance, and I tried to make it as short as possible, but
I'll give any other info as needed.

If the key won't physically turn, it's not a fuse problem.  Try wiggling
the steering wheel while attempting to turn the key - maybe the wheels
were cut over to one side and the car was on a hill when the ignition
was turned off, and now the wheels are trying to straighten themselves
out, causing the steering wheel/ignition interlock mechanism to bind up?
