1994 tracer transmision

my mercury tracer wont go out of drive it stays there id i try to put
in park it stays in drive but it dosent move as much, when i put it
neutral it is not neutal it still wants to go  and im not sure what the
problem is exactly

Dont know anything about the Tracer, but a word of wisdom from
the guy who taught my class automatic transmissions years ago::

Always check the linkages and external adjustments before going
deeper.  (Sure, check ATF quality and level first).

As said shift linkage first.
Check from transmission to the end of shift lever.
If a cable shift watch/check for broken cable or end or clips.
