This is the 2.2 OHV with an electric fan.
We have changed coolant and thermostat, and electric fan operates
after idling for a period of time Temp is fine summer or winter
driving around town, comes up to temp quick and stays there.
Now that it's freezing cold outside, on the interstate in overdrive
the engine is cooled to the very bottom of its operating range, there
is no heat in the cabin and it's not good for the engine. As soon as
we get off the highway it warms back up and stays there until we get
back on the highway.
We blocked off most of the radiator with little change in the temp.
Any other ideas? I am guessing since it's still overcooling when the
tstat is presumably closed, that means that air flow into the engine
bay must somehow be obstructed without obstructing the air intake.
Not sure how to proceed.

Try a new thermostat at the highest operating temp recommended. Even
with a small engine 'air-cooling' shouldn't keep it from reaching temp
if the thermostat is operating correctly.

I would check your thermostat and make sure it closes properly.

Especially check to see if, when you replaced the thermostat, you used
one of the fail open types. I have heard a lot of people complain that
these sometimes fail fully open even when there is no obvious overheating
incident. If you have one of these, replace it with a traditional 'fails
and
burns up your engine' type;>)

Good idea, I believe it is one of those fail safe ones, I had not
heard of
such problems until now but it makes sense.
