If your state does PMVI, ask your legislator what sort of guarantee you get
for the money you spend on PMVI.
In my state, I can pay $12.50 for an inspection, have a new sticker
attached, then go 500 feet down the road, have a bulb blow out, and receive
a faulty equipment tag and fine.
Imagine if you had a water pump replaced and it only lasted to the end of
the road. The politicians would be in an uproar.
I think state inspections should carry a minimum 30-day guarantee.

You could replace all the bulbs on your car every few years so you don't
run into that problem ;)

Except for one small problem, you didn't get a bulb replaced you only had
it inspected for proper operation.

And just what would you warranty ?? Any state inspection I have ever seen
only checks lights and wear items.

What state are you talking about?
Federal law requires ANY state that has a PMVI program to incorporate
emissions testing as a part of that program - one of the MAJOR reasons why
so many states have dropped their PMVI programs.
If your state does not require it, it is in violation of Federal law.
If your inspector does not do it, he is in violation of state PMVI law.

You sure about that law? I suspect its not that black and white. Texas
only requires emissions testing in certain counties that don't meet air
quality standards.

No such law.
The STATES determine what gets inspected and how. In some NY counties
you have to have an enhanced emissions test (sniffer test run on a dyno)
in others you only get a safety inspection and a low emissions test that
is nothing more than a test of the OBDII system. If you pull in with the
MIL light on you fail.

Federal law requires states that run PMVI programs to do, at minimum, a
*visual* inspection of emission control devices. Any obviously missing
devices are supposed to cause rejection of the vehicle for a sticker.
That's not to say that individual inspectors do not bother - which, in
itself is yet another problem with PMVI....the inconsistencies.
The Feds do NOT require hooking up and testing exhaust gases.....THAT's a
whole 'nuther bureaucratic kickback scheme between states, equipment
manufacturers and private inspection facility contractors - many of whom
have been, literally, kicked out of several states....Maine is one who
kicked out "CarTest", and I heard that they had been kicked out of another
state or two..
The Feds wrote it up so that Federal highway funds could be withheld for
states NOT incorporating such minimal emission control inspection, but a
number of states figured out if they didn't HAVE a PMVI program, the Feds
could not withhold highway money for not doing emission inspections.
The article I mentioned above goes on to say that there were once 45 states
with PMVI programs at its height, but that it started to slide downward in
the 1990s - "Opposition to state inspection programs......crystalized in
the mid- to late-'90s along with opposition to state vehicle emissions
inspections."
