69 firebird electric problem

having issue with what i thought was alternator/regulator.  Under rpm higher
than idle the alternator charges around 17 volts.  replaced the regulator,
same thing.  ditto for alternator and battery.  along the way used hand held
voltmeter to confirm that guage wasn't the problem.  where else to look?

Check the ground on the regulator and the alternator as well.  A bad ground
can cause the regulator to malfunction.

   It's been a while, buy iirc that regulator can be adjusted to control
the max output of the alternator.  HTH,   s
