California SMOG and Idle

I have a 77 Ford F-250 that's having a problem passing SMOG because of
engine modifications including a camshaft change.  The engine specs
show an idle speed of 650 rpm.  I know if I raise the idle the truck
will pass.  Does anyone know if I can raise the idle to 900 to 1000
rpms and have it smogged at one of these idle speeds?

Welcome to Smog Check II.
You probably have to goto a Check Only station, where everything is
scrutinized.
the camshaft change essentially is failing you, it's not to OE spec.
California does not want you to modify anything on your car at anytime.
So since the idle is supposed to be at 650, and if you lower it to 650, the
aggressiveness of the cam is probably choking the engine.  raise it to
900-1000, your idle is to high, you will fail because it's not what the spec
is supposed to be.
You are in a catch-22.

There isn't much you can do except have the truck failed, ask for an appt
with the referee, he will fail it, and issue you a 1 time reprieve.  in 2
years, the same thing will happen, you will not get another pass, they will
make you put the truck back to stock, w/stock cam, have it pass, then put
the performer cam in, big hassle I know.  they won't allow the truck to be
registered until it passes the smog check.
