A modest fuel pressure test kit that claims to cover asian imports
should do the trick. I think "Star International" is one name brand
of such low priced test equipment available in various different
coverage levels.
The conventional method on Toyotas and other designs with banjo bolt
fittings is to attach a banjo style adapter at the fuel filter.
Unfortunately, the FF is hard to access (under the vehicle on
4Runners) for such a test. You may be able to remove one of the fuel
rail banjo bolts (17 mm head) and check FP that way. The few times
I've needed to do it on that chassis, I have used a predominently
domestic style compression adaptor at the compression union where the
fuel delivery pipe nears the engine, but I dread doing so because they
are typically mashed together and the threads are so deformed that
removal is extremely difficult. I would search out ways to use the
banjo adaptor before trying that route. Frankly, I can't even be
certain if the 1999 has the compression fitting near the engine like
the older models of 4Runner.

why are you checking fuel pressure? These trucks are not known for
fuel pressure issues

i like to have the proper tools to do the job right-i also like to
check fuel pressure on every vehicle i work on-i am unfamiliar with
toyota-i have checked otc -they give you the size of their adapter
fittings in their asian fuel pressure kit but i have no idea what size
is applicable to the tacoma

what is the nature of the problem you are experiencing that makes you
want to check the fuel pressure?

I believe the issue with the Toyota is there is no specific test point
where you can remove a threaded plug and screw a gauge in. However,
you can still remove one of the fuel rail bolts and screw a gauge in
there. A gauge kit from your local auto parts store should come with
a "banjo adaptor" to allow you to do this.
