i just got my timing belt, tension pully, idler pully, water pump, cam
shaft seal, air cond belt, alternator belt replaced on my 1998 sebring
coupe lxi.... when i turn it on it squeels real loud for a couple of
seconds around 45 se or more then if i turn on my air (heat) it
squeels even more... what the hell can this be, i think either two
things: belts to tight or loose OR the belts needs to set in?

Loose belts.  Rubber expands with cold.  Tighten them since it won't
get better.

I replaced the timing belt, tension pully, idler pully,
water pump, cam shaft seal, air cond belt, alternator
belt.    When I start up it squeals real loud for about
45 seconds.   If I turn on my air (heat) it squeals
even more.    Can this be belts to tight or loose?

Alternator belt too loose.   And it will only get looser.

Some options:

1.   Tighten the belt by resetting its tension.
2.   Get a wider belt to match the pulley.
3.   Get a shorter belt to allow tightening.

The squealing may be aggravated by a bad battery or
a drain on the battery when not running.  Upon startup,
the alternator works extra hard to recharge the battery.

Good luck.

He replaced the belt and the tensioner pulley, among many other things.
If his Sebring is like my Acclaim, the tension is automatic, unchangeable.
I'm wondering if he shouldn't take the alternator in to test for a
shorted diode. I'm thinking the current drain from that, plus the
drain from startup recharging, might add up to make things drag hard
right after starting.

It's the alternator belt.  Either it needs to be retensioned or they used
a cheap belt.
