Cold Start problems on 99 Toyota Camry

Camry is 99 4 cyl LE 95000 miles. Whenever car sits for more than 5-6
hours in cold or damp conditions, it will not start or sputter  and
die. It will start if  gas pedal is floored.

Car runs like a dream and starts normally in warm conditions.

Have replaced starter, alternator, cleaned throttle per a lousy
mechanic's suggestion. Problem is not fixed yet.

Is this a common problem with a well known solution. Please help

 When was the last time a tune up was done??

maybe its electrical. When it fails to start, then try drying off the
plug wires and distributor cap with a pistol type hair dryer.  On some
of older cars I have heard of trouble with a cracked distributor cap.
I don't know specifically about your vehicle.

oops when its warm spray water on plug wires and look for sparks then
replace wires if there is sparks
