Cold Start problems on 99 Toyota Camry

Camry is 99 4 cyl LE 95000 miles. Whenever car sits for more than 5-6
hours in cold or damp conditions, it will not start or sputter  and
die. It will start if  gas pedal is floored.

Car runs like a dream and starts normally in warm conditions.

Have replaced starter, alternator, cleaned throttle per a lousy
mechanic's suggestion. Problem is not fixed yet.

Is this a common problem with a well known solution. Please help

I hope those weren't changed to try to resolve this issue.

My first thought would be coolant temp sensor.  When it goes out of
whack the computer does not know how much gas is needed.  Second
thought would be new plugs / wires and other tune up type stuff.
