I have a 2000 Dodge Neon. I find it slow. Great handling, slow
acceleration. I have to repeatedly take it to WOT even in normal
traffic. I also have a wrecked 1991 Dodge Dynasty with the 3.3L and
7AOD tranny. I THINK it'll fit under the hood. Now, I know I'll have
to make mounts for it, but what do I do about the steering and
suspension? And the electronics?  And the cooling?

The Dynasty was my previous daily driver, and has work into the motor
and tranny, but It was smashed by a dump truck, It has the intake from
a Caravan, hotter cams, its stroked, its plumbed for Nitrous (never
used, for just-in-case moments) I was planning for a twin turbo.

I'd love to take the time and effort (not to mention money) from my
Dynasty, and keep it going

thanks in advance

If your state starts up emissions inspections, the car is scrap.
