A strange thing happened with my 2007 Ford Fusion where if turn on the
left directional, it blinks very fast (double time) than the right
directional. Also, it does not blink in the rear left light.
The right directional works fine.
I wonder if this is controlled by the ECU and if ECU reboot will fix
it. Or is this more likely an electrical problem?

Try replacing the left rear bulb. Odds are very good this will fix
everything.

Umm, gee I think I would start with the left rear blown out light bulb eh.
Now you know the symptoms of a blown bulb anyway. ;-)
