96 jeep Cherokee sport Not starting electrical

I have a 96 jeep Cherokee sport that started intermittently starting
now it wont start at all.
What I have tested done:
Replaced :start solenoid
new cables/terminals

I can start the car if I remove the start relay and jump the pins.
( the start relay is good swapped it with fuel pump)

I tested the amps on the ignition switch end of the start relay 8mA.
so the switch appears to be working.

Any ideas?

So, what DOES happen when you try to start? Relay click? Engine turn over?
Fuel pump run?

Bad wiring to the relay socket? Bad terminals in the relay socket?

Can you get to the backside of the relay socket? What happens if you
energize the relay? If it starts you have bad wiring from the ignition
switch. If still no go you could still have a bad relay or bad socket.
Finally, you may have a poor connection at the starter and a direct jump
lets enough amps go through to the starter whereas going through the relay
just isn't enough.

 You don't mention what trans you have, if it's an automatic have you checked
the neutral safety switch ?

Automatic 6cil 4.0

After many hours I fixed it. the fuel pump relay clicked. but not the
starter relay. it was not the position switch I checked that. It was a
Bad ECM. From my schematics I could see that the ECM was providing the
ground for the Relay's magnet. the ECM had high resistance (at the
ecm). So I just cut the ECM wire at the starter relay and attached a
straight wire from the realy to the Ground on the batt. I works great
I just can't get the Check engine light to go off.

That could be an indicator of a bad body ground which causes components
to steal ground through outer routes which can cause your symptoms.

On my old Cherokee, there was a mesh strap running from the engine head
to the firewall for the body ground.  These straps rot out and fail
often at least up here in the rust belt.  Mine crumbled to dust when flexed.
