Pacifica won't go over 4000 RPM

Our 2004 Pacifica won't rev over 4000 RPM.

There is no warning message such as "Check Engine" or "Service Engine
Soon".

Any ideas?

Additional info: Turns out this is the case only in Park/Neutral.
Must be some sort of electronic governor?

That is normal.  Most cars are like that.
Try it in first gear!

working as designed factory did this to prevent blowing up motors so they
don't have to pay for warranty engines from abuse
