1997 ford thunderbird

1997 t-bird can't be started until fan and fuel pump stops running.
After about 15 minutes, the car can be started right up.  What causes
fan & FUEL PUMP TO RUN SOON AS KEY IS TURNED ON?

On many vehicles it is normal for the fuel pump to run to pressurize the fuel system. The fan could run if the computer senses high temperature. Neither condition should keep the engine from starting.

THE running of the fan & fuel pump does keep the car from starting,but
soon as they shut off the car then will start.
