2000 Impala KEYLESS remote, help?

I just got a 2000 impala about a month ago. 45k miles and 3.4 engine.
It has most all the bells an whistles as the LS. It also has the RDS
radio. I did not recieve any keyless remotes with the car. I am pretty
sure it is supposed to have them...I think. I bought two remotes off
ebay they have GM #10443537, FCC ID: koblear1xt, canada: 3521 102 1718
stamped on the back of the keyless remotes (FOBs).

I have followed the instructions to program them, but so far I have
not been able to get them to work.
1. With radio off and key to ACC, I push DISP till SETTINGS are
displayed.
2. press SEEK till FOB PROG.
3. press PREV or NEXT till BEGIN.
4. Press DISP. When PROG FOB flashes press LOCK and UNLOCK at the same
time for 15 till chime sounds.

Step 4 does not seems to work. PROG FOG shows up on the display but
does not flash. I have proceeded with trying to program a FOB by
pressing the LOCK and UNLOCK at the same time and found nothing to
happen. No chime sounds after 15 second or longer and the remotes do
not seem to be programmed as they will not unlock doors after these
steps.

I have also reverted back to all orginal settings (via  SETTINGS)..
still the same result.

I have checked the batterys in each FOB and found them both reading
about 3.2 volts or slightly more.

I have been told that the problem could be in the receiver or the body
control module. How does on trouble shoot or at least narrow down to
which one of these are the problem. Not sure where to go from here.

Ideas? Any help would be
appreciated.

You might have bought the wrong keyfobs. I believe the correct part number
is 10246215 with an FCC ID of ABO0204T.

Your car may not be equipped with keyless entry.  Fleet vehicle usually
have the keyless deleted.

I don't know if those instructions are correct - the service manual has no
mention of such a procedure and simply says to use a Tech 2 scan tool to
program keyless remotes.

Also, are you sure your car was equipped with keyless entry?

The dealer indicated that the car does have the keyless remote option.
And does have the RDS radio.

I noticed the lighter does not work. Could this be a realted issue?
Fuse blown?

If you use a scanner..you scan the remote and then connecct somthing
to the car to program the info to the compter?

As inidicated I can go though most of the radio programming steps
indicated but the result is the same. Not successful.

Absolutely check into why the lighter is not working.  Could be a fuse like
you said, and it could control more than just the lighter.

When programming remotes, what you're actually doing is programming the
vehicle to recognize the remotes you have.  What the scan tool does is
communicate with the BCM or whatever other module controls the remotes and
puts it in programming mode.  While in programming mode, you will need to
complete certain keypresses (usually holding lock and unlock at the same
time) to program the remotes.  It's actually pretty simple.

Kevin you have the wrong key fobs. The correct ones are GM#25678792,FCC ID:
KOBUT1BT,Canada: 1983 101 393. The reason I know these are correct is because
my fob didn't work and I tried your instructions. And they worked...........
you saved me 65 dollars............THANX.
