rust over rear wheels

I recently bought a 1990 Nissan pickup. The only thing wrong with it is rust
over the rear wheels. Body shops in town will not charge much to weld in new
metal and repaint. I cannot find panels, though. I think the truck will go
many more miles, so I don't mind investing some money to fix rust. If anyone
has experience please advise. Thanks

Later you might end up with a fuel tank neck rust?
