I have a 2002 Kia Rio with 28,000 miles. I've had to fill the power
steering reservoir up two times in the past 5 months. The weird thing
is that there is no visible sign of loss anywhere. The car is garaged
and there is no leakage on the floor. Inspecting the underside of the
car shows no sign of leakage either.

Where in the heck is the fluid going?!

Your loss is not very great so you could have missed something. The
ends of the rack could be leaking and the protective boots there are
holding the missing fluid. Take a closer look, squeeze them, maybe
remove one clamp to verify.

Do not look where you fell, but where you slipped.

If its still under warranty, may want to have the dealer check for leaks.
Leak could be coming from PS high press hose, PS pump or Rack & Pinon.
Also any of the hose fittings could be loose.
May want to jack up the car and have a close look from below.
Leak could be caused by when system is loaded, have some turn wheel when
running and lock wheel to one side and hold it there view for leaks.
I had a leak out of High Press Hose that only leaked when wheels were
locked in either direction, causing excess pressure in the lines.
