90 FORD F150 PICKUP STARTS HARD, THEN DIES

it's a ford f150, '90 302 EFI engine.  truck starts hard, runs for
about half a minute, then dies.  then it won't start again.  if i do
get it going again it runs very rough and dies again

changed the fuel filter, changed air filter, cleaned the IAC

tested fuel pressure on the rail i get 22psi whether i turn the key to
engage the pump or the starter.

looked at the vacuum lines didn't smell/see any gas.

any ideas what could make it so hard to start and cut out like that.

I  believe 22 psi for this engine is low, check those specs.

22 psi is too low.  That sort of pressure would indicate
high vacuum in running engine as in decelerating.   Sounds
like regulator or pump is bad assuming filter is clean.
Water in filter can restrict like this.  Normal fuel
pressure in idling engine is around 35 psi.
