91 olds performance problem

I have a 91 olds 3.1

Get very little response when trying to accelerate under load. Gas
mileage is down considerably.

In neutral (hot or cold), engine sounds fine until 4000 rpm, then it
shudders, fluctuating quickly between 3500 and 4000 rpm, and will not
go above 4000 rpm.

I have:

replaced spark plugs and wires
replaced fuel filter
replaced O2 sensor
cleaned the EGR valve

checked fuel pressure
checked back pressure
checked vacuum
checked for codes (none set)

Any help appreciated.

First of all you cannot rev above 4k in neutral for obvious engine issues,
pcm stops this. How is the power/acceleration above say 25-30mph?

Thanks for the info about the rev limiter, that was a big help. It got
me to try another test I read about here. I removed the O2 sensor and
drove around. Got a noticable improvement in performance. Now I will
replace the catalytic converter and muffler.
