94 Lumina 3.1 cruise control

   Recently I noticed that my cruise does not compesate for hills. I
can go from 60 to 40mph on a hill and the cruise doesn't even try to
pick up. When I touch the gas it comes to life. There is no cable bind.
Everything is clean and appears to be in place.
I am leaning toward the cable being too slack but That doesn't make
sense because it sets to speed on flat road ,but then again the
diaphram may be at full travel when it sets. Anyone with ideas or
adjustment tips? I would appreciate it
