1993 1.6l toyota corolla fails emissions

i've got a 1993 toyota corolla 1.6 litre. the kind with no egr valve.
in illinois it doubles the emissions requirements i'm suspecting
catilactic converter or a bad co2 sensor .... i dunno i checked the
converter with a heat gun .... and it's hotter on one end than the
other ... i think it was 800f and about 600f at the end (toward bumper)
.... what do i do?????

also i'll add that i get 10-13 mpg and the car is slow as hell ....

also between 10-13 mpg tops and the car is slow as hell .... also leaks
a bit of oil (valve stem seals i suspect)

Has the timing belt been changed lately? Sounds like the timing is off.

what exactly has gone wrong with emission,is CO higher than limits?
do they check HC also ?

When you fail, they give you a print out that tells you which part of the
emissions test you fail.  Give us that information.  Also, that you are getting
such poor gas mileage probably points to at least a bad oxygen sensor.

i have not been successful in finding the print out .... it's not where
i put it. but w/e tests it are for illinois, it failed all of them. yes
timing may have been changed during a timing belt switch .... thanx for
the help guys i'll let you know keep on suggesting

Without more information the best adivce I can give is take it to a shop
that can test your car and then based on that information troubleshoot
the problem.
