Here's the situation.
I have a 1991 Mazda 626, for the longest time the blower was only
working on speed 3 & 4, finaly that gave way and the blower does not
work at all. I temporarily jumped the blower motor via the cigarette
lighter with an old power cord designed to use the lighter as a power
source (this worked for a few days but now my lighter does not work and
no fuses are blown). Of course It was unpluged from the lighter when
the vehicule was not in use.
I have since purchased a new resitor pack from the dealership and
pluged it up as it was originaly, the blower does not work. When I
engage the fan switch to positions 3 & 4 the engine revs high and low
for a second but the blower is inoperative. All fuses are good, first
of all, what elese could be the problem and second, how do I
troubleshoot my new lighter problem.
Any help would be appreciated.

Your blower motor is bad. It is pulling too much current, because it
has a shorted turn in the winding, or bearings that are gummed up, or
both.
This is what has damaged the resistor pack, and has since damaged the
lighter wiring.

Depends. If you get one from a scrap yard, you're probably going to want to
clean and lube it before installing it anyway.
For a lot of these parts, a new one is almost as cheap as a junkyard one,
since they are such a pain to pull. For others they aren't.
With all junkyard parts, you pays your money and you takes your chance.
