Wasn't it designed to just go down ~half way?  Don't think the
child-safety feature affects this.  I believe the child safety switch in the
end of the rear doors, a slider, 2-position switch, just controls the
ability to open the door from the inside.  s

Yeah I know the window was designed this way, but I assumed it was for
children saftey, I know I hafe to take apart the door, and i figure there
is some kind of lock stopping the window, but I was wondering if any one
has heard of doing this or can think of some tips, Thanx!

It is that way because there is no space inside the door for the
window to go down any further. Cut a piece of cardboard the size fo
the window and tape it to the door and you will see how the rear wheel
cutout on the back of the door blocks it.

They go down half-way because of the door's design. Has nothing
whatever to do with the "child safety switch."
The "half-open" rear door window syndrome has been around since at
least the '70s as a sop to styling.  Take a close look at the doors
themselves...chances are it is not even physically possible for the
glass to lower completely; no place for it to go.
