What do you guys think is the best way to get rid of the fairly decent
sized rust spots? By the way, most of them are lined right up against
some chrome and each spot is about 3-5 inches in diameter, but you
can’t like, just push your finger through. But I’m tyring to take care
of them before they do get really weak. Thanks for any suggestions.

I've found a wire brush makes little effort to getting rid of rust.
The real trick is preventing it.  I would use a good quality primer
before retouching up the spots with paint, but if you don't think you
can do it, take it to a professional.  It shouldn't be expensive.

Scrap, wire wheel, wire brush the rust spots out including under the
chrome (remove the chrome) and all loose paint.  Rust can also get
under the paint with out lifting it - yet.  A sanding disk will remove
paint to clean matal around the rust spots.   Go to  a body shop/paint
supply place and get a pint of POR-15 or the 'trial' kit.  This stuff
sticks to rust and stops the spread or return.   You can LIGHTLY brush
it on, but you should dust it with a spray primer before it dries if
you want to body fill or paint after.   The primer gives the
filler/paint something to stick to.  Read the instructions first.   If
you get it on your hands, you will wear it for about 10 days - If you
get it on a fingernail, you will wear it untill the nail grows out.
Do a search for POR-15 and get more info and tips
