Year a Car Was Manufactured

Can anyone tell me how to estimate the year a car was manufactured from
the serial number of its California license plate.  For example, maybe
something like "numbers 3NAA000-3PZZZ000 were only issued in 1995"?  If
that doesn't work is the next best thing trying to identify the year
from the tail lights or. . . ?  Any clues?

Are you attempting to figure out the year of a certain vehicle? Why not
just use CarFax and get a free record check. It will include the year
of the vehicle in it.

Thank you for your reply, xblazinlv.  But what I'm really looking for
is a
way to describe cars I see on the street, like "a 96 Mustang".  I was
hoping there was some way to get at least ballpark close on the year.

Any more ideas?
