I live in the Bay Area and had been hunting for a used car.
On a good day, a new Camry (AT, AC, PW, PDL) is advertised as low as
15777. The invoice for a LE (as per Edmunds) is 18,234 and a 750$
rebate is the norm - a net price of 17,500 or thereabouts.
Here is a search on Yahoo Cars -

If you cant get to the listings above, here are the certified gems as
of today (listings will change day to day):
03 45Kmi $17995
03 45K mi $17975
03 46Kmi $15450
04 37Kmi $17995
03 39Kmi $15981
Admittedly, the certified cars offer you
1. 7yr (from original purchase date) powertrain warranty. Add about 1k
for a bumper to bumper
2. Roadside assistance
Ive doggedly been to several dealers getting them to give me a sensible
price. Inpsite of knowing these dealers where at their rock bottom
prices, they were barely below the lowest advertised price for an 06.
And mind you, this for a Camry - a car so boring that it doesnt even
breakdown. (So why pay for additional warranties). Worse, cars had
chips on the windows, dents, were prior rentals, had oxidation build up
on the batteries - ugh
Presumably, there are gullible people who walk in dont try to negotiate
and pay close to sticker.
What on god's good earth am i missing out in this picture? Am i moron
... does Toyota think im a moron. Why shd i pay more for a 3yr old car
with close to 50K mi than a new one????

certified pre-owned foreign cars cost more than new cars for 1 very good
reason.
people are to lazy to do enough looking to see that these "certified
pre-owned gems"cost more than a new car,
and are stupid enough to pay more for a "certified pre-owned gem".
as long as there are idiots like this in the world, there will be
unscrupulous people willing to take advantage of them.

Amazing, isn't it ? Same happened to me when I was looking for a car
for my daughter who was still in college at the time. The car in
question was a two year old Corolla with 30K+ on it. It was priced
just about $2k below brand new, showed obvious wear, and carried only
the remainder of the warranty. I asked the salesman why there was such
a limited price differential. He said, with a straight face, that it
was because it had been serviced at that dealership and that was worth
a lot.
I thanked him for his time and bought a new car elsewhere.

The one thing that remotely made sense was that Toyota was pressuring
dealers to offer certified cars. And this has resulted in some premium
on cars are that are certifiable in dealer auctions. If the dealers
want to make their normal margins, they end up pricing the cars
unrealistically.
OTOH, i own a CPO Lexus am very happy with it. Bought it close to
private party blue book from a Lexus dealer.
