changed the battery

Recheck the batt cables even tho it's a side post. Remove and inspect
closely and replace the goofy side post bolts with 1x3/8 nc bolt and
nut ( bolt with nut on goes through the batt cable end and into the
batt just snug and then tighten the nut. This gives you a better
connection and also someplace easier to hook up a boost connection.
Get under the car and check all fusable links at the starter
connection - give them each a tug. Anything that feels stretchy is no
good and needs to ne replaced.
At the firewall there is a bulkhead connector that goes to all the
wiring at the engine. Disconnect and inspect ALL the larger wire
spade pins for burnt dirty spades. GM uses the same size spade for
heavy load wires and these are grossly undersized. This car would
not be the first to have an issue here. This is my # 1 suspect area.

Why are you so reluctant to actually inspect and/or test the battery
cables? They are virtually the only thing that could cause the symptoms
you describe. When you say: "...but i have power running in the
battery and cables...." you probably mean that a volt meter shows
12-16 volts. This is almost meaningless in a large, high-current
cable. The only thing that counts is the voltage drop across the cable
WHEN UNDER LOAD. Meaning: when the starter or headlamps are turned on.
Obviously, if they do not work, then the voltage AND CURRENT reaching
them when they are engaged is insufficient. This is most likely the
cables and or the connectors on the ends of the cables...or corrosion
where the cables connect to the starter/solenoid and ground (chassis,
engine, etc.).

Is the security light blinking or staying on when you try starting it? We
see a lot of vats problems with these cars. If you can take it to a
locksmith or alarm company and check the vats system/bypass vats system this
may repair the no start problem.
