Thanks for the response, Joseph. I've tried sliding that panel in all
directions after I take out the Phillips head screw. It just won't budge in
any direction. It comes away from the top but seems to be held in the lower
part of the panel roughly under the hole that is exposed after that rubber
plug is removed.
What is the purpose of the hole that is exposed when the rubber plug is
taken out? Is there something down that hole that must be removed? All in
all it seems like a very strange way to anchor a panel that has to be taken
out in order to remove the door panel. That Phillips head screw should have
been enough.

Aha ---- on the under side of this little panel, there is a notched opening.
I'm certain that something must be done through this opening. I've inserted
Allen wrenches and screw drivers all to no avail. Can someone tell me what
must be done to release the bottom of this panel?

Joseph, you were right!!! There is no need to do anything through the
little hole or through the hole under the rubber plug. As suggested by
Joseph, the panel must be pushed forward to release two plastic hook members
from their mountings. Then one must unhook the door opening rod from the
latch and the panel comes right out.
Lubricating the channels with silicon grease now permits the window to
operate normally.
