I just received my Title Complete Notice for a used Volkswagen I
bought and noticed that the "Original Tax Value" is several thousand
dollars higher than the purchase price I paid.
Will the cost for my tags be unnecessarily high now?
Why the difference?

This one of those things that changes dramatically from state to
state. I would suggest you ask the people at your local BMV.

I bought a van once for $500.00 and the tax value was almost $8000.00!
I had a choice of paying taxes on 8 grand or getting the vehicle
'appraised' by a professional appraiser. I went to a local Auto dealer
that sells used so they have an on site appraiser and had it done. He
figured it was likely worth $550.00 so that is what I paid taxes on.
The appraisal was supposed to cost $50.00 to save 15% tax difference on
the 8K or $1125.00.
