voltage and amperage control

Any suggestions on how I can control the voltage (ie. between 12 volts and 5
volts; and control the amps - between 5 amps and 30 amps).  I am building
something on my car and want to be able to control the amount of volts and
amps going into the item so I can see the results of the various volt/amp
combinations such as 10 volts and 15 amps, etc.
