Toyota Tercel 1990 engine problem

1.5 L engine. One cylinder is not firing when idling Does work at higher
rpm, i think.... Spark plug is ok and working. Looks like no fuel getting
into the cylinder, maybe bad valves ?

Nah.

Replace the plug wires, cap, and rotor.  The wires might be
seventeen years old.

Could be alot of things....
Vacuum leak in the intake manifold near that cylinder, bad injector,
tight valves, blown head gasket etc
Run a compression test, listen to the injector and post results.
Also, a bit more history on the car and problem would be helpful.
