Renault Megane dead?  Help please.

This car is not entirely dead.  The central locking works, hazard
flashers work and the battery is known to be in good condition.

Symptoms are:
When central locking unlocks the doors the interior light doesn't com
on.
Card reader deosn't read the card.  Press the Start button and the
card reader lights up.
No lights on dash and can't open boot.

I don't have a diagnostic reader but have checked all fuses, including
those under the bonnet as well as the heavier ones which need the
battery to be removed.

Any ideas?

A pointer to a recommended diagnostic reader which can read and set
Renault codes?

Any help would be appreciated.
