I need a better suspension on my car. As it is now, when I go over a speed
bump in an apartment complex, the frame hits, no matter how slow
sometimes.

Invisible speed bumps can also bend a front axle on me.

What do they call the kinds of suspensions that dune buggies have, and are
they expensive?

Make sure the springs aren't sagging and perhaps get a new set of
shocks.  Reengineering the suspension is a BIG deal.

You might also give us at least a clue what sort of car you are talking
about!

It sounds like you may have a broken spring, and probably need new shocks.
