I have a silver metallic paint car, recent European model.
Our garage door hit the top of the hood of the car and left white paints on
the hood. I think this paint is regular house exterior latex paint. So far I
am unable to wash or clean or rub it off. Can you please tell me how to
remove this white paint? Thank you.

Try a bit of paint thinner if the paint is oil based.  Or get some
polishing compound and gently rub it off.  Try not to use rubbing
compound as it's likely too aggressive and will scratch up the clear
coat on tthe car.  A bit of wax after helps.

I always heard that brake fluid was good for removing paint caused by
accidental rubs or scuffs.

It can also remove the paint from the car.

Depending upon the value of the car, I'd consider taking it to a
good body shop.

I've used Goof-Off to remove paint from several of my vehicles over
the years. So far no problems or finish damage. Test in an
inconspicuous spot to verify it will not affect the finish on YOUR
vehicle.
FWIW
YMMV
