If I get my garage to move tires from one set of wheels to another
(both sets of appropriate size) will my tires still be okay, or is
there too much risk of them getting damaged in being taken off the
rims from the first set?

Should be entirely safe and ok.  Have them balanced, of course.  s

It is a crap shoot.  If the tires were 'glued' onto the old rim to avoid
rim leaks, they might very well end up having big chunks come out of
them.  Same deal if they are older and dried out.
