Sluggish performance

I have just got my van( nissan Primastar) back from a garage that said the
oil level was low and they put in 3 litres of Oil! I didn't think it used
much.

Driving home and all the power has gone from the engine the revs build
real slow , ticks over fine

Could this be to overfilling with Oil?

Assuming you see the level is more than the "Full" mark on the dip
stick, it's possible. Good reason why checking the dip stick once in a
while is smart preventative maintenance. If you've been doing that and
the engine is using as much as the dip stick would show, -3 litres, you
should hunt that problem down asap.
Year and odometer reading of your van?
