How to do a car title search in Maryland, USA?

Pertaining to a car accident I was involved in, I need to do a title
search on a vehicle.  The plates are Maryland plates, and I know the
model of the car and the name of the driver.  I tried calling the
Maryland MVA to find out who the car was registered to (I need to know
if the car belongs to the driver, or to some other person or company).
The MVA said they could not release the ownership information, but
perhaps I was speaking to the wrong person.  Can anyone steer me to an
online resource to do a title search, or indicate what kind of person
and/or service can perform this search?

ownership due to privacy laws.

"Some Information is Not Considered Private!
Anything that is not considered "personal information" has never been
protected from public access
Public Information
Public information (records) can only show the following:
A driving status
Any driving offenses for the past 3 years
Any vehicular accident information
A 5 digit zip code
A vehicle identification number (VIN)
A vehicle title number
Insurance company name
Insurance policy number
An odometer reading
By completing a MVA Request for Record (form # DR-057), you may obtain a
non-certified record without personal information.Along with your request
for a non-certified record without personal information you must provide the
MVA with acceptable identification, the required fee, and either the driver's
license number and/or the full name and date of birth of the record holder.A
non-certified record without personal information will contain only the
public information listed above."
