1993 Antenna mast change

OK, I bought one of the less expensive kits (i.e. I didn't buy the motor
too) in an attempt to fix my 1993's problem of the antennna not going down
all the way when I power off the car or radio.  The directions say to turn
on the radio so the antenna will extend all the way, then remove a nut and
pull the existing antenna out, noting which way the teeth on the plastic
strip are oriented.  But turning on the radio doesn't extend the antenna all
the way from what I can tell.  The largest-diameter (bottom) section of the
new antenna is longer than the existing one.

After much vertical tugging on the existing antenna, I managed to see the
nut that I think they're talking about, and using some vise grips got it to
come off.  The instructions then say the old antenna will pull out.  Nope.
It's still attached to something but good.  I don't know how hard I ought to
be pulling on the thing, but rocking it back and forth a bit while pulling
mightily doesn't help.

Any suggestions?  Anbody think part of that long plastic strip with the
teeth might be broken off inside the motor assembly?  Am I hosed and needing
to buy the whole shebang?  Am I doing something wrong?  Would maybe some
penetrating oil at the base of the existing antenna free up the lower part,
if it is indeed stuck?

I tried to replace a mast on my 93 and had similiar problems.  I broke down
and replaced the whole antenna.  Took me four hours to remove and replace.
Hardest part was reattaching the black ground wires at the top.  Had to work
that in the blind since one hand held the anteena and the other started the
screw.  No room left to see.

You nailed it, the only way is to take out the antenna assy, and open it up
the get all the old plastic out.

But, if the motor runs at all there is a chance that the plastic is the
problem and no need to spend bigger buks on the whole antenna
