Do these really work to limit the dust build up around the rims?  Reduce noise?

Eckler's has cheap sets of semi-metallics for $25 per axle.  Are these a good deal?

I have the Raybestos Ceramic on mine and they are great.
I have open wheels on my C4 and the Ceramics stop much better
with wet rotors and pads.
