been working to get my car running, down to the last thing,,,
the car only runs with wide open throttle,, this is due to too much
fuel (flooding)
fuel pressure hangs out about 38 psi, my shop books do not help,
mass air flow appears to be working but not 100% sure, i checked
voltage while it was running and get 1.9 to 2 volts (at full throttle
which is the only way it runs) to the ECM.
when first turning key on no run, the fuel pressure jumps to 40psi for
about 2 secounds and then droppes to about 35,,, when trying to start
the car it dosen't appeare to drop, which i thought it should.
any ideas would be much appreciated!!!

Check out the injectors...extra fuel should return to the tank and injectors
should only open when required...someone on the CORVETTE FORUM can help you
out.

could this be a vacum issue as well.
I checked the vacuum at the rear of the plenium and it doesn't appear
to have vacuum,, which is what controlls the fuel pressure regulator.
any idea what the vacuum should be reading.

You won't have any vacuum at wide open throttle. That's perfectly normal.
35 psi fuel pressure doesn't sound excessive, certainly not to the point
where it would require a WOT to run. Sounds like it may be an injector
stuck wide open, in particular cold start injector as that feeds all cyls.
What is the history? How did the problem start. Were you driving along and
it started flooding. Started it cold one day and happened then? Had it all
apart, put it back together and the problem was there? Tracing the
circumstances can be benneficial. As someone else said, unplugging all the
injectors is a good place to start (or not start hopefully). If there is no
fuel getting into the engine and it doesn't start, it tells you the fuel is
entering via the injectors and not making it's way in somewhere else and
that the injectors are not stuck open, but rather are being "told" to open
wide. If it starts and runs with all injectors are unplugged one or more
is stuck open or somehow fuel is finding it's way into the intake system (a
leaking line that's spraying into the intake system somewhere. Unlikely,
but possible). Let us know.

It could be a number of problems. Could be anything from a stuck
injector to a bad coolant temp sensor. A scan tool would help. The
mass air sensor doesn't make a difference until the system goes into
closed loop mode after reaching operating temperature.
I'd start by unplugging all the injectors (including the cold start
injector) and seeing if it will fire. If so, then one is stuck or
leaking. If not, then it could be a bad throttle position sensor, one
of the coolant temp sensors, air temp sensor, etc...
