I just bought a 2004 malibu. It has about 115000km.
I know that sythetic oil will clean the engine, and possibly cause leaks.
Would adding a litre, or less per oil change clean well enough that would be
worth the money, yet not be bad enough to make it so clean it leaks?

A good product for cleaning your engine is "Engine Oil Supplement" GM part
#992869.
We have used it for years to maintain our engines. The old one with about
275,000km on it (it was not properly maintained, we bought it at 210,000 km)
runs very well. The newer engines with 160,000 and 175,000 km on them get
one 500ml bottle in the oil once each year. Thes newer engines are still
extremely clean.
A properly maintained engine will not show any signs of sludge buildup for
the first 250,000km. With EOS once each year, there should never be any
sludge buildup.

Adding a quart of synthetic oil won't clean your engine any better than
using a good quality dino oil.
