When to get car inspected
all signal lights worked
Needed wheel bearing, which I installed...(abs light was on)

The mechanic removed the terminal from battery, then car would not start.
Anti theft mode. Turned key ahead waited 10mins......car started.

Now both signal lights are not working, which they were for the inspection.

No fuse gone. Probability of both lights going in mins is slim.

Suggestions? Is there another fuse to check?

(oh not to mention a scrubing sound when I turn the wheel now since the
installed wheel bearing.)

The noise and lights are likely not related, although, you should still
check your work, and if you find nothing, get it checked.

The lighting....

Turn on your hazard lights. Do they work? if they do, find out which flasher
controls which operation. There should be 2 seperate flashers, they may be
the same.

If that is not it, Check bulbs first. Then check if there is a common
ground. Wiggle it, if it makes the lights work, bad ground.

Check all fuses. Sometimes another circuit is connected, yet not listed as
such.

I could go on and on, but these should be  good start.
