I am changin the rotors on a 99 Malibu. The rotor bracket bolts on one
side are very hard to get off. In fact, I have rounded one of the
bolts. How do I get this off? Should I heat it?

I just ran into this yesterday. you must use a 13mm 6 point socket, or they will round off. Yes, I believe they are loctited in there. the only way to get the rounded off bolt out is to cut off the head, and yes I also had to heat it up. maybe if you can persuade a smaller size socket to fit, then heat it up, you can avoid having to cut it.

What about welding a nut to the bolt?

Did you heat the bolt or the area the bolt goes into? The other bolts
I got off did not seem to have locktite on the threads the best I
could tell.

Was it easy to get off once you removed the bolthead?

I removed the bolts by using a propane torch. I rounded out the first bolt
before I tried heat. Put the heat mostly on the head of the bolt. I later
removed the stripped bolt with heat and vise grips. The replacement bolt
from the dealer cost me $15 CDN!!!. The new bolt has a blue paint on the
bottom part of the threads, which I assume is a loctite type of product.
Once the bolts turn its pretty easy to remove.

Do you know the legnth of this bolt? I am going to try and find a close match.

I think about 3/4 to 2 in. I threw the old one out. If you go to a parts
store and ask them for the exact bolt you might pay a lot less than the you
