There are five settings for the AC/Heat fan speed in the 1999 Malibu.  In my car 1 & 2 do not work but 3-5 work just fine.  How can this be?  Could 1 & 2 run on a different circuit than 3-5?  Any suggestions would be greatly appreciated.  This is quite an annoying problem.  Thanks,

Very common problem, easy (cheap) fix.

Your fan motor resistor block is burnt. The OEM resistor was susceptible to
shorting out after exposure to moisture, the replacement is heavy duty and
sealed in a protective coating. It's available from any dealer and shouldn't
cost more than $20 - $25 (make sure you get the "new" resistor block).

Good luck,

The resistor block on my Grand Am burnt out twice.  Worst part is, it is
hard to find.  Best part is Warranty Repair.  The first clue there is a
problem there is when the low speeds don't work, but the higher speeds
do.

On my old Chevelle and Grand LeMans, it was easy to find if there was a
problem.
