I have a 98 Malibu and the horn is not working. I checked the fuse and
it was blown, replaced it and still not working. When you press the
steering wheel you can hear the relay in the fuse box in the engine
compartment click.  Anyone have any ideas?

Sounds like a ground short from the relay to horn. Is there a connector at
the horn you can disconnect and check for power as the horn button is
pressed?  Also check for  a short to ground on the horn.
Good luck.
